Use your head, seriously.

A plurality, if not an outright majority, of anime titles produced are adaptations of shounen manga. Manga that is specifically written for an audience of boys between the ages of 12 and 18. Boys who are at that age where they're starting to notice and take an interest in girls. So one way to get and keep your overly hormonal prospective audience's attention is by putting one or more very attractive girls in your story and highlighting their "assets" periodically. This is a very reliable and time-honored method, so most titles aiming for the shounen audience use it to some degree. How much and how blatant you can get away with changes with the times, but it's always been there... and there's always some mangaka out there who's either just brave enough or just foolhardy enough to want to build their series AROUND it and is good enough at packaging it to make it sell.
