Domed City Travel?

So its established in Gundam that travel to Earth from the Colonies and Lunar cities is restricted, but what about the (admittedly few) domed cities on Earth? In Victory Gundam we see the one off Undersea City of Underhook on an island in the Gulf of Mexico, While in Gundam the Origin there's the Domed Scott City in Antartica. So is travel between these cities and the rest of the earth restricted(kind of like in the Domopili in later Tomino series Overman King Gainer)? Do the inhabitants get to live on Earth, but can't leave the city? Antarctica is very remote and hostile so people fleeing is unlikely , but Underhook has an elevator to the surface, plus citizens are seen working at the docks.

I don't think there's settings material about it but practically you don't want to.
If you lived in those cities, you are likely allowed to live on Earth and has a job, supplies are allocated for you and you are likely living a relatively comfortable life.
Now, if you go the regular route of taking vacation leave and planned to travel with proper documents and via either travel agencies or at least bought air tickets, etc. You will be fine.
But if you just exit the city without informing the higher ups and absent from work and no where to be found? You are likely in trouble. Not that they will put out wanted signs (well, someone might report a missing person and they may do a search) but you are now cut off from the supplies. You can likely buy stuff with money, but once outside of the more developed cities you likely don't have a lot of access to supplies.
We know there are pockets of people living outside the cities and live off the land on their own, and we see cities with slums that have pretty bad living conditions. The logistics of EF isn't that great, and they don't really care about people living outside of their planned cities, they just don't really care at all, since they just won't supply you with stuff.
So there's a practicality issue here. I doubt there's any law restricting you doing anything of that sort, just that it will be practically impossible, especially if you are the lower tier lot.
