UC Colonies and Neutrality

In the UC timeline its established that Side 3 is Zeon, Side 6 is Neutral and (Apparently) the rest of the sides are part of the Federation.

So are there Neutral colonies within the other sides? Because in ZZ Neo Zeon visits several side 1 colonies.

There are a few, but in general declaring neutrality doesn't mean you're actually neutral nor does it oblige either side to respect said neutrality.

Nor, for that matter, do they necessarily consistently declare neutrality either... they may end up picking a side in some conflicts and trying not to in others. For instance, Side 6 publicly maintained a stance of neutrality but were secretly housing Federation development bases.

Side 2 as a whole declared neutrality in the Gryps conflict. Side 3 24 Bunch's Tigerbaum tourist colony declared neutrality in the First Neo Zeon War.

There's a goof in Gundam NT where Zoltan Akkanen describes the new Side 6 (old Side 4) as if it were old Side 6, which had declared neutrality back in the One Year War.

Well, yeah... if your side's army is nowhere to be found and the enemy force rolls up, are you really going to deliberately antagonize them and say they can't come into port when they could very easily destroy your fragile space colony and kill the entire population?

True especially because after the Gryps war the Earth Federation would be severely weakened. Plus the Titans attacked several colonies in Side 2 (as had Zeon to other Colonies in the first war) so they probably didn't want to risk it.
