Well... if you feel the series has lost its spark by ep 24 you're not going to get much more out of 25. Ribbons' losing and Aeolia's plan coming to fruition can both be taken for granted and besides a possible hook for the movie or OVA I don't see what other loose ends they have left to tie up.
