how many kits could I completely decal with the one sheet?
Kits would be the HGUC Hazel Custom, HGUC Advanced Hazel, and HGUC Hazel Reserve Unit.

You're asking a question with no definite answer. I could give you the glib answer 'depends on how many decals you use per kit' and that's actually true.
I've purchased several sets of waterside decals including single sets for 1 MG kit or generic HGUC OYW fed or zeon, Chars counterattack era and Seed CE sets, and those sets are clearly made to decal at least 2 kits but beyond that it depends how many you want to use per kit, I don't use even half my decals for 1 kit and will use small detail decals on multiple other kits and stretch it out
