Isn't that an explanation of how to you dry transfer decals? Cut out the decal, remove paper backing, lightly place decal film (decal side/backside down) onto the kit in desired position, tape the film down to secure, use a toothpick, cotton-bud, or other bluntish object and firmly rub the film over the decal until it is completely transferred. The decal will sort of grey out as it comes off the film, so when the whole thing looks like it has turned opaque, gently peel back the film. If the decal starts to tear or crack, it has not transferred all the way. Carefully put the film back into position, line it up as best you can and rub the film again. Peel the film back slowly until the decal is completely released.
Should work just fine for you.
