"Megazone 23, Part III" video problems

I was just watching Part 1 of Part III (yeah, I know that sounds weird), and the motion seems very choppy in few times. What it animated like this, or is the problem unique to ADV's DVD release?

Also, there's at least a shot or two (such as when the gang is watching EiJi play "Hard On") where the picture shakes for no reason.

My DVD is perfectly fine with no chops or shakes whatsoever. Probably want to check that DVD out to see what's wrong, assuming your player is perfectly fine.
