I think it's been stated somewhere that Quess did some Cyber-Newtype enhancment from Char's Neo Zeon...

She does, in the second half of CCA she undergoes 'newtype strengthening'. It's not the exact same thing as Artificial-Newtype (since she was already a newtype before anyway), but its definitely a similar type of process, I think.

At one point in the middle of Char's Counterattack, Char and Nanai are discussing Quess and her abilities, and they say she doesn't need "any further enhancement." I guess that could be interpreted as either "any further enhancement beyond what we've already given her" or "any enhancement at all," but since Quess just joined Neo Zeon a couple of days earlier and we've seen no other indications that they've done anything to her enhancement-wise, I figure the latter interpretation is more likely.
