Captain of the Lombardia

Im attempting to find the episode of Zeta Gundam when the Captain of the Lombardia was seen wearing this outfit: http://imageshack.us/a/img849/3524/sbgs.jpg

I looked all over Episode 42 to see if he shows up in the uniform above (he only shows up in his normal suit) and beyond to see if this guy shows up again in that outfit and unless I missed him completely, I have to guess he appeared before ep 42 wearing that uniform. Can anyone help out?
