Adding to your point, Katejina was 17 when she fought for the Zanscare. I don't remember Chronicle's age, but I believe it was about the same.

And to keep the topic on Haman, was it ever stated how exactly she rose to power among the Axis Zeon?

As for how Haman rose to power, her father, Maharaja Karn, is the guy (I believe he is said to have been an Admiral) who led the group of people to Axis and is their first leader, serving as regent for Mineva. When he dies on August 9th, 0083, Haman was already serving as an attendent for Mineva, so they seem to just pass to torch of regent on to her, and thus she's in control of Axis at 16.
