Actually, that's the Death Skull, the personal mecha of Captain Government, who was the star of Kia Asamiya's first manga "Space Vagrant". He also appears in the manga adaptation of Martian Successor Nadesico.

I'm sure that has to be a joke, even if the flag has the exact same styling of skull-and-crossbone going.
In any case, it'd be cool if Captain Harlock had his own mech, but I suppose he's more at home at the helm of a ship.
