In a couple of scenes from various series, though SEED is the one I remember most distinctly, and maybe 08th MS Team, I remember the pilots using a cable lift thing-y to climb down from the cockpits of their landed mobile suits. Is there a name for that?

I think it'd be called a "winch" or a "hoist."
Unless there's a special kind of Gundam-y name for it, in which case, I have no idea.

I seems that only the federation suits in Universal Century gundam use them. Didn't the Zaku and other Zeon suits use their hands to lift the pilot to the cockpit.

IIRC, terrestrial Zeon suits have them too. I've definitely seen a Zaku or two with a winch in the cockpit hatch. Not in the original series, mind you, but Feddie suits didn't have them in the original series either.

in the original series it actually looks like the thumb contained an control panel to have the ms arm act like the scissor lifts in the hangers and automatically take the user to the hatch. later animations switched to an wench lift to get the user back in.
