Personally, I feel Draco should've put a restriction on the person who won the first contest. At least, that's how it was done in the past in order to prevent one person who had already won a contest the month before, from participating in the next contest for fairness sake.

Wasn't that on a yearly basis and not a monthly basis? Plus, they played a multitude of games compromised of both wins and losses to get there. It's different from monthly contests, considerably.
