Question for you photoshop experts

Is there anyway to get an outerglow to become permanent? I noticed it fades/disappears if you color on layers under the glow effect layer. I wanted to use it as a way of getting soft edges for drawing but it seems to be a failed attempt. Any ideas?

if I'm understanding what you're asking for try making a copy your line art layer, and use a Gaussian blur on that. provided you set the blur radius to a small enough level that should give you what you're looking for.
