Agreed, since they more than likely acquired the recipe from chunks they'd hacked off the Gundam and other V project derivatives and would only need the time to work out how to replicate it and produce it, both of which would be very expensive and time consuming.

Yeah it was referred to as a black box tech, specific to the true GN drives only, therefore only the Ptolemy crew would have had anything for the tech to go on, where as Billy did it all form scratch, aside from Eifmans research before his death.
